1. This request for expressions of interest follows the general procurement notice for this project that appeared in UN Development Business No.682 of July 16, 2006.
2. The People’s Republic of China has obtained a loan from the International Bank for Reconstruction and Development (IBRD) and a grant from the Global Environmental Facility (GEF) toward the cost of the Second Beijing Environment Project (BEP II) and intends to apply a portion of the grant to eligible payments under this Contract.
3. China International Tendering Company，authorized by the Implementing Agency，now invites eligible consultants to indicate their interest in providing the services.
4. Being Beijing‘s environmental project second phase and Global Environmental Facility (GEF) grant balance using project, the research will provide the consulting services and implementary program for Beijing smart grid urban construction.
GEF grant will provide suggestions to Beijing low-carbon electric and green Beijing strategy through the technical and financial supporting activities.
The services include:
(1)Investigate the development of Beijing smart grid and provide the analysis reports of
the prospects and promotion modes of Beijing smart grid industry
(2)Investigate Beijing Yanqing County and provide the analysis reports of Beijing Yanqing County smart grid urban construction.
(3) Investigate Beijing new energy feeding modes and provide the analysis reports of Beijing Yanqing County’s new energy feeding modes.
5．Implementation period:
The full project should be completed within only 6 months.
6. Main qualification requirements to Consultant:
The consultant team should have the relative quantifications. The consulting team should be the well known team in the energy consulting services; Quality Assurance System ISO 9001 or similar are required; and the consultant also should present it with the proposal. Experiences in the smart grid or relative energy consulting projects such as DSM project, energy saving reconstruction project o f the power grid, energy saving audit and load adjustment projects. The GEF experiences will be preferred. The consulting team should undertake the translation tasks and should be proficient in the verbal and written both in Chinese and English. Good communication will be preferred. All the reports should be submitted paper versions both in Chinese and English, the digital versions are also required.
7. Interested consultants must provide information in English and Chinese indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.
8. A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, which is published January 1997 (revised September 1997, January 1999, and May 2002).
9. Interested consultants may obtain further information at the address of Implementing Agency below during office hours from 08:30 to 17:30 (Beijing time) from June 25, 2010.
10. Expressions of interest must be delivered to the address of Procurement Agent below before 17:00, July 8, 2010.

3. 中技国际招标公司受执行机构委托, 现邀请合格的咨询公司对该项目提交兴趣函。
4. 本项目是北京市环境二期项目暨GEF余款利用子项目，将为北京市智能电网发展规划研究提供相关的咨询规划服务以及实施方案。GEF赠款将通过技术援助活动，为探索和完成北京市低碳电力和绿色北京的战略任务提供重要的技术和资金支持。
本项目咨询服务的主要内容包括：
(1)对北京市智能电网发展进行研究，提供最终北京市智能电网产业发展前景及推广模式研究报告。
(2)以北京市延庆县为主要研究对象，提供延庆县智能电网城市建设研究分析报告。
(3)对北京市新能源接入模式进行研究，并以延庆县为研究对象提供接入模式研究分析报告。
5. 实施时间：
整个项目执行期6个月
6. 咨询公司的资质要求：
咨询公司必须具备相关资质。咨询团队应由业内知名咨询企业承担；咨询公司应通过类似ISO9001的技术和质量认证体系，并在建议书中提供相关资质证明；具有智能电网技术等相关咨询项目、具有电网节能改造和电力需求侧管理经验，包括节能审计、调荷节电技术和等相关咨询项目经验，有GEF项目经验可以优先考虑。团队应确保项目的翻译工作，应具备良好的中英文交流能力，所有报告都必须以中英文两种形式递交书面版本报告和相应电子版报告。
7. 感兴趣的咨询公司须用中英文提供相关信息，证明自己有承担本项目的资质（背景资料、承担过类似项目的简介、承担过类似条件的项目的简介、是否能够提供相应的专业人员等）。咨询公司可以互相合作，增强资质。
8. 选择咨询公司的程序是根据《世界银行借款人选择和聘用咨询人指南》（1997年1月出版，1997年9月、1999年1月和2002年5月修订）制定的。
