1. This request for expressions of interest follows the general procurement notice for the project that appeared in UN Development Business No. 682 of July 16, 2006.
2. The People’s Republic of China has obtained a loan from the International Bank for Reconstruction and Development (IBRD) and a grant from the Global Environmental Facility (GEF) towards the cost of the Second Beijing Environment Project (BEP II) and intends to apply a portion of the grant to eligible payments under this Contract.
3.  Beijing World Bank and Asian Development Bank Loan Project Office now invites eligible consultants to indicate their interest in providing the services.
4. Ultimate goal of the project: it will take account of the actual condition of Beijing’s low-carbon development research project and make use of modernized management means and methods to assist the project implementation unit in completing research work within the scheduled work time and achieving high-quality research results, so as to seek feasible route for Beijing City’s transformation of economic development means, adjustment of economic structure, and construction of low-carbon city, as well as to offer technical support for Beijing Municipal Government’s 12th Five-year Plan formulation.
Main contents of the consulting service include:
(1) Daily Management to Sub-project
(2) Conclusion and Evaluation to Sub-project’s Phase Achievements
(3) Management and Allocation to Resources of Employed Experts
(4) Project Administrative Services Guarantee
(5) Sum-up of all sub-projects’ research achievements and formulation of general report on project achievements
5. Implementing time:
The full project should be completed within 5 months.
6. Main qualification requirements for the Consultant:
The consultant shall have above three years of management experiences in two large-scale consulting projects (or similar projects), and those who ever participated in the World Bank’s consulting projects or Global Environmental Facility’s fund support projects are preferred. The consultant shall have abundant expert resources in the project’s relevant fields, and it shall have local work experiences in China and know well Beijing’s low-carbon development and relevant policies & regulations. Also, the consultant shall have favorable translation capacity and ensure the translation quality.
7.  Interested consultant shall furnish relevant information (prepared in one original and five duplicates) in both English and Chinese to prove that it has the qualification to assume the project, with relevant information including background material, briefings of similar projects, profile of projects with similar conditions, and capacity of providing relevant professionals. Consultants can work with one another to enhance the qualification. Companies that submit the expression of interest in the form of consortium shall furnish the Agreement of Consortium that was signed by the legal persons or authorized persons of all parties of the consortium. One company shall be the member of one consortium or union only, and if several consortiums or unions contain the same company, their expressions of interest will be rejected. The project only accepts the expression of interest from institutions, and the individual’s expression of interest will be announced invalid.
8. A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, which was published in January 1997 and revised in September 1997, January 1999 and May 2002 consecutively.
9. Interested consultants may obtain further information at the addresses of the Implementing Agency below during office hours from 9:00 to 16:00 (Beijing time) as of July 30, 2010.
10. The Letter of Interest shall be made on paper and submitted in electronic edition with USB flash disk. Submission by E-mail will not be accepted. Please indicate your telephone number clear in your LOI. The Letter of interest shall be delivered to the address of the below before August 13, 2010.

1. 本项目的征求兴趣函要求遵循2006年7月16日《联合国发展论坛报》第682期刊登的相关项目总采购公告。

2. 中华人民共和国已获得国际复兴开发银行贷款和全球环境基金北京环境二期项目的一笔赠款，并计划将该笔赠款的部分资金用于该合同项目项下的合格支付。

3. 北京市世行亚行贷款项目综合办公室现邀请合格的咨询公司对该项目提交兴趣函。

4. 本项目的总体目标是结合北京市低碳发展研究项目的实际情况，利用现代化管理手段和方法，帮助项目执行单位，在预定的工作时限内完成研究工作，取得高质量的研究成果。为北京市转变经济发展方式、调整经济结构、建设低碳城市寻找可行路径，为北京市政府编制“十二五”规划提供技术支持。
本项目的主要服务内容包括：
(1) 子项目日常管理
(2) 子项目阶段性成果的总结与评估
(3) 外聘专家资源的管理和调配
(4) 项目行政服务保障
(5) 汇总各子项目研究成果，编制项目成果总报告

5. 合同执行期:
整个项目执行期5个月。

6.  对咨询公司的资质要求：
咨询公司需要有三年以上大型咨询类（类似）2个项目的管理经验；具备世行咨询项目和全球环境基金资金支持项目经验者优先；拥有充足的本项目相关领域专家资源；具备中国本地工作经验，熟悉北京低碳发展现状和相关政策法规。具备良好的翻译能力，确保翻译质量。

7．感兴趣的咨询公司须用中英文提供相关信息正本一份，副本五份，证明自己有承担本项目的资质（背景资料、承担过类似项目的简介、承担过类似条件的项目的简介、是否能够提供相应的专业人员等）。咨询公司可以互相合作，增强资质。采用联合体形式递交兴趣函的公司需提供联合体各方签字盖章的联合体协议，签字人须为法人或法人授权的人。一家公司只能作为一个联营体或合营体的成员。含有同一家公司的多个联营体或合营体的兴趣函将被拒绝。本项目只接受机构递交的兴趣函，不接受任何以个人形式递交的兴趣函。

8.  选择咨询公司的程序是根据《世界银行借款人选择和聘用咨询人指南》（1997年1月出版，1997年9月、1999年1月和2002年5月修订）制定的。

9.  感兴趣的咨询公司可以在2010年7月30日开始的每个工作日的9:00-16:00（北京时间）在执行机构以下地址获取更多信息。

10.  感兴趣函必须用纸制文件，并用U盘提交电子版，不接受电子邮件提交。须在感兴趣函上注明有效的联系方式。感兴趣函须于2010年8月13日之前递交至以下地址。
